"The Ferris wheel is so big!" He yelped with excitement. 

"The Ferris wheel is so big!" he yelped with excitement. 

Which one is right? 

If you said number 1 is correct, good job! As you see, there is nothing that we can substitute for the exclamation mark in this sentence. So we have to signify that the whole sentence is "The Ferris wheel is so big!" he yelped with excitement, not "The Ferris wheel is so big!" by making the letter after the exclamation mark (h, s, t, w) lower case instead of capitalizing it. Same thing with question marks!
