Example 3

"I love you, Jilly"! Uncle Joe said. 

"I love you, Jilly!" Uncle Joe said. 

Which one is right? 

If you said number 1 is correct, good job! You should always put the punctuation (! , . ?) inside the quotation marks. This way, the reader knows how the character (in this case, Uncle Joe) is saying it. There's a big difference between, "Dad, come help me"! he yelped. and "DAD! Come help me!!" he yelped.
